You can unlock the Vending Machine as a workshop item by finding blueprints in the CIT and the Institute

The variants included are a regular, damaged, clean, institute, and enclave vending machines.

Sierra Madre Chips can be found in Suitcases and Mailboxes. They can be redeemed for items at the vending machine.

You can unlock new recipes using holotapes found throughout the Commonwealth

The vending machines can easily be patched to include more items!
